The "New" tag indicates it includes the latest updates for the 2023 build—typically features like the Remove Tool, Contextual Task Bar, and Neural Filters.
If you cannot afford Adobe's $20.99/month subscription (or $9.99/month for the Photography plan), you do not have to turn to repacks. There are excellent legal alternatives.
