The only way to get a working key today is to purchase a digital key from a verified third-party marketplace or directly from a key reseller that still has access to the batch of Global Steam Keys. These are commonly called "Arma 2 Reinforcements CD Key Updated" because they bypass the dead REVO servers and activate natively on Steam.
Do not buy used DVD copies from eBay or thrift stores. Without the "updated" digital license, the disc is a coaster.
