Drop xlive.dll into your Blur installation directory (where Blur.exe lives). This instantly grants you access to the unlocked garage.

Result: Boot up the game. Go to "Garage." Every car, from the Audi RS4 to the Lamborghini Reventón, will have a green checkmark.
