Symptom: rommon 1 > prompt.
Cause: The router cannot find the image or the image is corrupted.
Solution: At ROMmon, type: Via TFTP (recommended): Router# copy tftp: flash: Address
rommon 1 > set IP_ADDRESS=192.168.1.10
rommon 2 > set DEFAULT_GATEWAY=192.168.1.1
rommon 3 > set TFTP_SERVER=192.168.1.100
rommon 4 > tftpdnld
Then reload.
