If your organization owns a Volume Licensing agreement (Enterprise Agreement, Open License, etc.), you will download the ISO from the Microsoft 365 Admin Center (formerly VLSC).

Steps:

Important: You will need a product key from VLSC to activate. The ISO includes all roles (Mailbox, Edge Transport) but requires licensing during or after setup.

  • Activation is automatic (online) or via phone.
  • Cost: Exchange Server 2019 is sold as a server license (typically $1,000–$4,000) plus Client Access Licenses (CALs) – standard CAL ~$100/user.


    Exchange 2019 only runs on:

    Critical: Windows Server Core is supported, but Server with Desktop Experience is easier for beginners.

    Having the ISO is just the first step. You cannot simply run the installer without preparing the server.

    Downloading the ISO is step one. Installing it on the wrong OS is step "fail." Exchange Server 2019 is strict about its environment.

    3. The "Mailbox" role only

    This is the most common point of failure. The file you download is not the ISO itself; it is a wrapper.
