RobTop Games has a famously lenient policy toward mods. He has stated that as long as you don't use hacks to upload fake stats (like claiming you beat "Bloodbath" in 1 attempt), he doesn't mind.
The Rule of Thumb:
Most mod menus require you to disable network packets while hacking to prevent accidental leaderboard pollution.
