On some systems, Windows marks the Documents folder as “Compatibility” for old games, which blocks writes.
If you don't care about multiplayer (which is dead anyway) and just want to save your game, use the XLiveLess patch. This removes the "storage link" requirement entirely. gta 4 save failed please check your storage link

If you have old save files but the game won't see them, the "link" is broken between your user folder and the game's internal ID.
