.rpf (Rockstar Package File) is a proprietary archive format used by Rockstar Games. These files contain almost all of GTA V’s assets:

The x64 prefix indicates files related to the 64-bit version of the game engine and core game assets, as opposed to update or DLC-specific archives.

The cumulative effect of replacing all x64.rpf files alters the atmospheric realism of the game.

Be careful when searching for "all files." Some websites promise "extra quality x64 files" but are actually distributing the entire pirated game files under a different name. This is illegal and often riddled with malware. Stick to downloading specific mods, not full game archives.
