In the context of the PlayStation 3, a .rap file (Revised Activation Package) is a small digital license file. When you buy a game digitally from the PlayStation Store, the console downloads two main things: the game data itself (often packaged as an .pkg file) and a license file (the .rap file).
The PS3 uses this RAP file to verify that you actually own the game. Without the correct RAP file installed in the system's license directory, the PS3 will treat the game as unauthorized software and refuse to launch it.
There are two main digital variants of GTA: San Andreas on PS3:
