Step 1: Patch your game Download the IGI 2: Final Stand community patch (v1.3.6). This bypasses the master server query. Do not use the vanilla 1.3 exe.

Step 2: Open the console Launch IGI 2. Press the `~ (Tilde) key to open the developer console.
