For nearly six decades, the Star Trek franchise has presented audiences with a moral lodestar: the United Federation of Planets. Gene Roddenberry’s vision of a post-scarcity, post-conflict humanity—one that has abolished poverty, racism, and greed—is arguably science fiction’s most enduring utopia. However, the 2025 film Jornada nas Estrelas: Seção 31 (Star Trek: Section 31) faces a monumental task: justifying the existence of a secret, morally flexible intelligence agency within a society that claims to have evolved beyond the need for spies, assassins, and black ops.

Far from being a betrayal of Roddenberry’s vision, a successful Section 31 film can serve as a vital, helpful critique of utopian thought. By forcing the audience to confront the question—What does it cost to maintain paradise?—the film can deepen our understanding of ethics, security, and the nature of governance in a dangerous galaxy. Another helpful aspect of the film is its relevance to contemporary audiences. We live in an era of asymmetric warfare, cybersecurity threats, and rising authoritarianism. The debate over how much liberty to sacrifice for security is no longer abstract.

Section 31 can serve as a thought experiment: If a benevolent democracy faced an existential threat from an enemy that does not share its rules (the Borg, the Dominion, or a rogue AI), would it be ethical to create a “non-bureau” that acts outside the law? The film’s likely answer, based on Star Trek: Deep Space Nine and Discovery, is ambiguous. Section 31 has saved the Federation, but it has also tortured, lied, and attempted genocide. The helpful lesson is not to endorse Section 31, but to recognize that the desire for such an organization is a natural, human response to fear. The film’s role is to dramatize why that desire must be restrained.
