In July 2016, to the surprise of the industry, Activision re-released Marvel: Ultimate Alliance 1 and 2 on modern platforms (PS4, Xbox One, and PC).
Crucially for PS3 owners, the company also briefly relisted the original DLC on the PlayStation Network. However, this was a limited-time offer. The licenses expired again, and the games were delisted once more by 2017/2018.

Technically, yes. But the situation is unique. Because Sony and Activision no longer sell this DLC, there is no legal way to acquire it. You cannot pay Marvel or Activision for Juggernaut in MUA2 today.
