On the PC version, you usually cannot change the language from inside the game menu; you must change it via the game launcher.

If you want a language that is not available in your region (e.g., you live in the US but want the Polish dub), you have to trick the storefront.
For PC (EA App/Steam):

Option A – Change EA App/Origin language (most reliable) need for speed payback language change
Note: If the game still appears in the wrong language, go to your Game Library → right-click Need for Speed Payback → Properties → check if there’s a separate “Game Language” setting.
Option B – Windows system language
PC is the most flexible platform, but also the most confusing because the method differs depending on where you bought the game.
