In standard FireRed, you get the Lucky Egg after beating the game—useless. In Radical Red, you can steal Lucky Eggs from wild Chansey on Route 15 immediately after getting the Poké Flute. The doc tells you:

Radical Red allows you to catch every Pokémon from Generations 1 through 9. However, their locations have been shuffled and reorganized based on environment, time of day, and rarity.

Radical Red includes a "Min Grinding Mode" (selectable at the start). The documentation explains what this disables: EVs are eliminated, but enemy bosses also lose their EVs.
