Rare but serious. This occurs if your key was reported stolen, leaked, or shared excessively beyond its terms.
This is the most common issue.
As of Toad v13 and newer, Quest has migrated almost entirely to Named User Plus (NUP) licensing via Toad Intelligence Central (TIC) or offline license files (.lic). You will rarely type a raw key into the UI anymore. Toad License Key And Site Message
However, if you are maintaining legacy systems or using offline floating licenses, you will still encounter the classic License Key and Site Message dialog box.

Historically (Toad v12 and earlier), licensing was straightforward: you entered a 20-25 character alphanumeric License Key and a Site Message directly into the software.

If you repeatedly see the "Toad License Key and Site Message" prompt despite entering correct data, clear the local cache:
