If you do not have SHSH Blobs, there is no software tool currently available that can bypass this requirement on the iPhone 4s.

Apple uses a cryptographic handshake. When you restore, iTunes asks Apple’s server: “Is iOS 5 allowed?” The server replies: “No, stop.”
SHSH blobs trick your phone into thinking Apple said yes. They are unique to your iPhone 4s’s ECID (a hardware ID). If you never saved them via Cydia or TinyUmbrella in 2012, you cannot install iOS 5 permanently (untethered).
